Was he moving it towards the engine? and I would try adjusting thhe chain for wear first to see if that cures it, via the tool on the cam and the feeler gauge as per manual. If that doesnt cure it sounds like the chain has stretched!!!!

Check stat and viscous fan as others have said then I would remove the temp sender in the cyclinder head clean up the brass prong and refit. I done all of the above stat and viscous check then a new water pump and then temp sender and found it to be coated in crud clean it off and now it works

Diesels do warm up slowly, if it is at fully working temp and still not giving hot air I would ask dealer to investigate. Are you using the auto or manual setting?
