Its the bush off the chassis end of the lower link on the back suspension, if you haven't got one on the back axle will be flapping about in the breeze.

It looks like a crankcase breather filter from an old 2.5 BMC engine as fitted to the FX4 London Cab a good few years ago. This one looks as if it has been cut in half, probably to clean the Brillo pad type element inside. We used to do this and then weld it back together. There again it might be something completely different.
