Yes KpA. LP generally stays at same value (unless the pump is knackered). HP should be around 28000 at tickover, but rises to over 100000 at high engine load & revs.

Plenty of KPA to PSI or BAR converters online, so just let us know what your diagnostic says. 28000 KpA is about 4000psi, hence why any fuel leaks go everywhere !!
 
Opdate. Got at the fuel rail pressure sensor and put an multi meter on it, Blue central wire. 0.00 V at off 0.5 V when ignition on and 1.33 v when ticking over. On my own so cant see the reading at higher revs.

Is that good/Bad or indifferent? Get a new one or can they be serviced.
 
It's about right for tickover, but you either need working diagnostics, or move the multimeter so you can see it from drivers seat.

For your diagnostic issue, check the voltage across Pin-16 (12V) and Pin-4 (Ground). Connector might need cleaning ?
