Oh and when I start it the back raises about 1/2"

Yes, but should it drop after 3 hours?

not in 3 hrs, could drop maybe after couple of days as that was the case when I had the airbags on mine
however, soon as I installed the 2" spacers under airbags, car started sinking at the rear, leaning left or right etc. so I switched to springs for peace of mind. guess it was the installation which caused issues but still I am glad to have springs instead of airbags as I feel safer with them!

Really sounds like the airbags are shot, they don't last for ever, 7/8 year 80K miles on the P38.
Leaks open and close where the bags fold under giving erratic drops.
