No dip headlights only full beam

Hi, can anyone please help me with a head light problem. Last night I started my 1985 range rover V8 and switched on the headlights and then they just went off. I have full beam but no dip.:confused:
I have checked the bulbs, I've checked the switch on the steering column (brown power in, then moving stalk to sidelight and headlight positions there is power on the red and blue going out). The fuses aren't blown but NO POWER in the fusebox (put the multimeter on the fuse terminals).
I can't see any relay on the wiring diagram. This is my limit on electricals, can anyone please help me to try to find out exactly what the problem is?

Thanks for replies. What I have further discovered is that when the headlight stalk/switch is on the washer pump works. So the stalk/switch is ok. I then ran a wire from the headlight contact on the back of the stalk/switch to the fuse contact and the headlights "dip" work. Can anyone tell me whats between the stalk/switch and the fuse box. Is it that the thick blue cable from the stalk/switch is then just split for the headlight washer pump power and then running blue and white wires to the fuse box? Or are there other gizmo's in between?
