Ok, so next question is where did you get the Serial-Diagnostic cable ?
The USB-Serial looks correct, so suspect the Serial-diagnostic cable or the delay relay is not working. also check that someone hasn't done so wiring mods to the EAS ECU ?

- Connect USB-Serial to Laptop
- Ignition on so EAS ECU is powered, but no need to start car.
- Connect Diagnostic cable to car, and then connect to USB-Serial
- You should normally get the Dash beeps because the cable triggers the Delay relay.
- Then when you try to connect in the software the relay should trigger again & dash should beep.

Worth checking the diagnostic socket on the car isn't green from corrosion but also the connector behind the passenger kick-panel.
Good call on the delay-timer under the passenger seat. Some people replace it with a standard automotive relay to stop it self-levelling after switching off but it also stops diagnostics working.
