Realy depends on what has failed if the the AA man has caught a pipe with the strap and caused damage when tightening it i would imaging the AA would be responsible for paying for the repairs.
Ask the garage to have a look and see what has been damaged and weather or not they feel it was caused by the AA man

The air supply pipe is on top of the bags and should be well out the way. I am assuming he has used proper recovery straps to strap your car down, and If he has damaged the pipes, which are only small diameter plastic tubes, he has either been really unlucky or incredibly clumsy. If it were mine, i would have a good look for fresh marks or "new damage" (only way i can think of describing what i'm thinking) that could be caused by his straps.

If it went bang when he was strapping it down, it seems pretty obvious to me that the AA muppet was to blame. I would contact their customer services and demand they pay to have it fixed asap. Don't take no for an answer. Also, they have to do it within a reasonable time scale - not unreasonable for them to provide you a courtesy car.

Cant see the AA accepting any liability. The guy was "trained" to use the eqipment. He was doing it correctly as you say in your post, strapping the tyre down. No reason for him to have any contact with any part of the rear suspension so no blame attached to him. Just bad luck, its a wear and tear item and that was its time.
