just had to remove boots from spark plugs and I am having trouble
getting them back on to the point of good contact. Is a special tool
required or is there a trick to it?

 
They make a dielectric grease for the boots that makes putting them back
on easy. Local auto parts stores sell it cheap under one brand called
'spark plug boot protector'.

You also might want to look close inside of them to make sure the clip
hasn't failed or been bent open.

Depending on how you pulled them the boot may have slid down the wire
until the cable clip won't reach the plug. That's happened to me
often enough that now I use the spark plug grease to lube the wire a
couple of inches above the boot and then push the wire into the boot
until I am SURE that it will reach the plug. Put the connector on
first, then slide the boot down on the plug.
