Does it go into neutral with a fuse in F11? I can't remember which way round it is but you're right, it rotates fully one way or the other on the triangular shaft to shift from high to low or vice-versa. The pin-outs with the expected voltages...

+1. Leak off pipes and then take the fuel filter off and check in-tank pump is delivering enough fuel. Check the glow plugs as well. Beru are best in my opinion. After that check the static timing on the fuel injection pump using a dial...

As Data said leak off pipes will let air in and make it spin over awhile till it starts , had that a few times on mine.

Leak off pipes are a possibility. Needs a Mobiletron regulator if it's only charging at 13,8 volts and that will be why the battery is not too good. First place I tend to look is the modulation. Also check for sufficient fuel flow at the filter.

No. Passenger side on top of the EAS ECU. I would think it might be the cable adjustment on the gear selector lever. It might not think it is in neutral when you have it in that position. So I would be looking at the gear lever or cable.

Usually the pipes are welded to the cooler with corrosion and you end up replacing the cooler as well. You might be able to cut the nut off if you're lucky.
