    That was my take on it from what you said. Maybe the starter welding affected the bendix arrangement and, as you say, it isn't returning. Hoping it's simple.

    Cap it at the T piece from the vacuum accumulator before it gets to the EGR solenoid. If you cap it after the EGR solenoid it makes a noise like a duck when you switch off !! Cute, but annoying.😄

    So you have the correct pressure now. Looks like the sensor is responding OK and shows higher pressure. Only other thing I can think of is a bad wire to the hp sensor. There is a replacement loom but you can check the resistance from sensor back...

    Worth repeating the lp sensor voltage tests to see if it is telling the truth now the pressure is correct.
