Not for MOT. It will fail if more than 50% of the bulbs don't work. But if it does not work at all, if you tell him it's disconnected he has to believe you and pass the vehicle.

No you could not say my left hand stop lamp is disconnected and get away with that. That only applies to high level lamp.
But 50% rule applies to all stop lamps. It is a new rule brought in to cover multi bulb lamps like led stop lamps. On any lamp at least 50% of the bulbs must work to pass the test.
