As budget announcment was that all vehicles 25 years old were exempt from the date of the budget. That was i think April 1997, so it could be that 73 up to April are also exempt. DVLA will tell you.

That's why you'll see one or two rare cases of classic cars on "M" plates which still qualify for free tax.
