No dummy bead lockers have the bolt heads on the outside rim.

They appear to be dummies. I drilled one out. It’s plastic and has an Allen key head.doesn’t seem to have any use case

Can’t be. The fake bolts would need to be in the bead area. More likely making it look like a bolted, rather than welded rim centre.
