The vat is there because its a business owner at the moment who reclaimed the vat at purchase, when selling he has to account for the vat , which you will pay (unless you are another vat registered business who can reclaim/offset ) .
The vat status of the vehicle is irrelevant when it comes to what class of road tax you are going to pay . This will be PLG most likely . HTSH

For instance, do you use any toll bridges or roads? If so you will often pay a higher price, eg £13 instead of £6.50 on the Severn Bridge.
Your insurance company may want to try and charge you extra.
Some camp sites will not allow commercial vehicles.
It doesn't matter that it LOOKS like a domestic vehicle - it's what is on the V5 that matters, and I have been told that it is no longer possible to change this.

I think you will find that this is only in relation to station wagons , and arose due to LEZ
From the OP point of view the fact that is being sold +vat is irrelevant in all things other than if he is vat registered himself

Its not possible for you to claim the vat back , whether you wanted or not .
Similarly when you come to sell it you cannot charge VAT , it is just a normal sale.
