The impeller spins nice and freely and has no movement in any direction, but there is oil in the brand new intercooler pipes, so something isn't right somewhere.

Right lets start with turbo basics: There is a compressor and a turbine, the turbine is in the exhaust end and this is spun by the exhaust gas exiting the engine, the shaft goes through an oil labyrinth bearing which has the compressor on it.

If there is NO or very little play and the compressor wheel turns freely (the side you can feel when you pull off the air hose) then the other side is fine too. Check lateral and radial movement.

I would leave the air hose off and start the engine, the compressor should spin a bit, then get someone to rev the engine and have a listen to the turbo, what does it do.
