In that case you are correct and the same rules apply to a vehicle that has come from an auction even though they may be damaged.
why would yu want to tow a working vehicle - why not drive it?

A car behind a motorhome, If you bought one car on ebay and towed the smaller one home rather than having an extra driver buying a car at auction etc etc.
