Quite often fully comp actually works out cheaper (and like TPF&T it usually carries a compulsory excess)... I think the insurer's believe that people who insure their car's on TPO or TPF&T don't care about their cars, and that their driving reflects this, i.e. greater risk of crashing.
Makes sense, never thought of that, but they think wrong in my case.
TPO is usually not really worth it... granted there is not usually any excess (other than young driver or any voluntary that you set), but its usually more expensive than TPF&T.
TPF&T usually carries a compulsory excess, but if you don't think your vehicle is worth anything then don't claim if it is stolen or catches fire, although if you have an accident which is your fault then you will still have to pay out with some policies (some only have an excess for theft or fire claims).

With fully comp, as with TPF&T, if you car is stolen or catches fire, and you don't think its worth claiming, then don't. If you have an accident which is your fault, then most insurer's will let you off the excess if you don't claim for your car. This does depend on how much your excesses are though.
