You would need to make sure the concrete keys under the surrounding surface and I'd drive rebar sideways to make a better anchor and undercut the existing stuff.
My garage floor is 9 cubic yards of rebar and carbon fibre concrete about 14 inches thick. It weighs a tad more than 240kgs
Only way the chains are coming out is to cut then off or kango about a 4 foot square section of the floor. The good thing about the chains is they lay flat on the floor when not in use under the car for instance.
I've also used them as an anchor to tirfor a tree stump out of my garden which just happened to be opposite the garage. They've even had the dog tied to them when he gets a bit boisterous.

They'll just break in and take he keys if they really want it, all this security is fine if you'll put it on every time you park it, what about when you go somewhere and leave it.
I think you're better off with a decent alarm with a proximity sensor that issues a warning if you get too close

Try an oxford docking station with longer resin anchor bolts into the ground, the lock is an integral part of mounting bracket and it would take some serious cutting to get through it, its also got a self adjusting lock (have no idea of how to describe it) so basically if you lose the first key, you use the second and it makes the first one useless, and so on for the third key...
I use an oxford nemesis chain whih was 200 and too thick to get any bolt croppers on. All the cheaper chains are thinner and can be cropped.
Ive had this set up on my bikes in the city centre of leicester and never had any issues with it being nicked despite it being on the main road.
