That's a Haynesism if ever I read one. The tensioner is veeeery strong and needs lots of muscle. I used a jack under a breaker bar and Ming has a method using molegrips.

Of course LR say use special tool xxxxx!
I made one which works effectively and gives good control using tyre lever approximately 2ft long. Drill a hole near one end and fit an 8mm socket head nut/bolt. Cut off the excess thread back to the nut because there isn't much room down there.
Fit the belt over all of the pulleys including as far as possible the one on crankshaft.
The head of the bolt fits nicely into the bore in the centre of the tensioner. A piece of wood approx. 15mm thick between the lever and the valence ensures that the head cannot come out of the tensioner. Use the lower idler as a fulcrum for the lever and push the bar forward. This gives a nice lever ratio and the belt can be drawn down over the crankshaft pulley. The arrangement keeps the lever out of the working area giving good access.
