Anything BUILT before 31-12-1972 is tax exempt. The registration date may be later.
Be aware a lot of Land-Rovers out there are floating about on IDs that do not belong to the vehicle, sadly this seems especially true of lightweights, afterall only a tiny fraction of the production span would be tax exempt. Likewise anything that is heavily modified, such as coil spring conversions etc would not be tax exempt due to SVA regs, although this is dependent upon when the work was done, be wary and make sure you get receipts for when the modifications were done etc from the seller.

Engine change is no problem with tax exemption (only counts as 1 point) but transmission and suspension are different matters.

You can change any one item other than the chassis - that must be to the original spec. You can't change the suspension as it would involve modifying the chassis. There is no problem (legally) with a transmission change, although my personal opinion is that if a Tdi and 5 speed box are so important, why not buy a 90?
In the mid term future I predict the UK will be brought into line with European rules on historic vehicles regarding taxation, ie, to be tax exempt the vehicle must be to original spec. Doesn't make much difference at the moment but you can bet this government would love to remove tax exemption alltogether.
Some of the "tax exempt" vehicles you see about are total urine extractors - I watched a guy rebuild what was clearly a V8 90 station wagon on his driveway (used to see it on my way to work) and lo and behold once he got it all done it suddenly became a suffix J plate IIA - DVLA site even showed it was tax exempt. Tax evasion, pure and simple. Nobody likes bankers and millionaires doing it, but quite a few Landrover owners do. On balance, it is also seen on VW campers and beetles, Morris Minors, Minis, MGBs...
