The spare wheel arm isnt actually banging on the rear door, but banging against its own built in stop, near the release arm.

So does any one have any design ideas on making or fitting a stop to the rear door?
 
screw a rubber door stopper to yer rear door / tailboard, so that it needs to be compressed slightly to latch the carrier. that keeps it all nice and tight and quiet.

The best person to ask about stopping flapping around would be Paulb. He has had to cope with his flapping ears for years
