Low compression I would reckon. This causes the diesel to fire 'late', rather like retarded ignition. You will need to beg or borrow a diesel compression tester, one which uses the glow plug holes. I don't know about the 200tdi, but the 300tdi should give 24 bar when new. 20 is ok, but less than that can be a problem. You may get away with changing the rings and honing the bores rather than a complete rebore.
When testing compressions, do NOT inject oil in the cylinders as it will go into the holes in the tops of the pistons and possibly hydraulic the engine, which will bend the con-rods. The cavity in the piston is the only combustion chamber. I just mention this because some books on petrol engines suggest doing a 'dry' and a 'wet' test and comparing the figures.
