Should have thought so. If the clutch isn't operating then it will be very to get into gear with the engine running.
You may want to check the master cylinder as well as it won't have done it much good standing on the pedal with the slave not moving.
 
For all they cost change both cylinders or at least fit new seals and a new flexi hose whilst you are doing the job. Change out of a tenner for seals and pipe.
 
I had the slave sieze on mine, i stamped on the peddle so hard i bent the rod on the master cylinder at right angles!
 
New cylinder gone in and still no gears, can't believe it, gearbox coming out next, got to be something inside.grrrrrrrrr
 
Before you take the gb out might be worth removing top cover as in pic to see if gear leverr moves ok and selector rods moving ok, just under the tunnel cover
watch out for springs and balls!

If the pedal was moving but the slave cylinder was seized then presumably the master cylinder was shagged too?
