Yes should be a warning when screen wash is low. Sensor is about mid way up front of screen wash tank.

I think that the low level warning only comes on at start up - presumably if it is low at that point. Perhaps if its not low at the start of a run, then it won't give you the warning 'till you sart up again. That's how mine seems to work anyway. There's also a thing that cuts in and it uses less when the level is low. You can tell from that too...
Yes it cuts back on fluid use by stopping washing the headlights and maybe reducing the water pressure on the screen, never tested that!

It stops the programmed wash/wipe sequence on the front/rear windscreens (the press the button once to get a spray and 3 swipes of the wipers) and also stops the headlamp wash/wipe.
It supposedly does it to save the remaining fluid for necessary uses only - eg the front screen - but will only spray it whilst you've got your finger on the button.
Some people disable the screen wash warning (in the case of a bad sensor that always says that the screen wash is low, even when it's not, by unplugging the sensor, so it could be that - or your sensor could have failed in the 'always full' state, so you never get the warning.
