Dremel's are useful for the odd difficult to reach bolt head (especially if you have the flexible drive attachment) but they're ruinously expensive on cutting discs. Use an angle grinder where you can. A cheap 4 1/2 inch one would be fine for the odd bit of cutting and grinding but get a better one if you're going to do lots of this. I bought a Bosch domestic one ten years ago and it's still going strong - but I bought it 'cos I burnt out a B&D!

But the other cutters are so big, wont be able to get to the bolts/nuts in tight spaces.
4.5" one will be fine, and a lot cheaper - get some 1mm cutting discs while your at it
Plated/non plated makes no odds really best way to prevent siezure is coat them with some anti sieze compound (eg copper ease) prior to assembly.
Also whenever I'm under the landy I give all exposed threads a squirt of oil or grease or whatever. Stops things getting too nasty and rusty.
Sometimes cutting off or shearing isn't an option. (for example brake bleed nipples) In that case don't just apply brute force in one direction, but keep working the nut (or bolt) back and to, each time you tighten it back up squirt in plenty of plus-gas WD40 or even some thin oil.

get them hot or undo,
even if they are rusty or rounded off you can always knock a smaller socket on to make it fit, breaker bar and heat are your friends,
if that fails can always shock heat up till warm then chuck water over it to rapid cool it,
keep doing these methods and either they will sheer or undo,
remember you can always tighten a little bit then undo often works better than just going staight into undoing and shocking works well get breaker bar and socket on 6 point preferably not 12 point but dnt matter 2 much, and hit with hammer while you try to undo.
