Can anyone recommend a decent test centre in Merseyside?

That would depend on what you mean by "decent"; lenient or honest.
In a perfect world there shouldn't be a decent MoT test station, they should all be working to exactly the same level of expertise, but this is not a perfect world.
Frankly, I would prefer to work with an honest garage, I would rather they failed a vehicle because of a fault rather than let it through because "it's not that bad". At least I could be confident that I'd done everything I could to own a roadworthy vehicle.
My advice would be to get to know your local independant garage so that you both end up trusting eachother rather than looking for one that might be more lenient in its application of the rules.

Try your local bus depot!

Not lenient, just one that understands 20 year old land rovers.
