The previous owner mentioned he didn't have a locking wheel nut key. So now the time has come where I need to do a change. But after much confusion this is what I have Is this normal lugs or lockers ?

They look like normal alloy wheel nuts.

Having said that however, locking wheel nuts originally came with little covers to go over them so that they match the rest of the set.

Best bet is just to try and crack them all off while the wheel is on the ground and see how you get on.

You have the standard LR wheel nuts for alloy wheels, the locking nut if you have one has a removeable dimpled cover and is the only nut that the cover is removeable.
27mm is the wheel brace /socket size I believe.

That's the steel spare wheel nut and someone pushed a cover on it, so not a road wheel nut.
