I’d go for Kero flush try clean it out chemically. Or take it apart but doubt tappets are serviceable.
Cam change etc would be peace of mind long term depending on mileage and how long you intend to keep it.

What's the mileage?
It's not a difficult job.
BUT you won't know what the inside of the engine is like until you start stripping it.
If you remove the rocker covers it will give you an idea. If their seals are the original cork composite replace with the later rubber ones.

Sounds like you've had plenty of advice covering both ends of the spectrum, ie thrash the 'nuts off it to rebuild it
Just one piece of advice, should you go down the rebuild route & think about an uprated cam … don't go overboard with the spec.
Range Rovers are a heavy piece of kit with a lot of BHP lost through the transmission, it's grunt you want not top-end poke.

In that case, depending on your budget, you could consider stroking it.
There's an outfit called Real Steel that markets (or at least did) such a kit that takes a 3.5's capacity to 4.3 litres giving you all the grunt, but presumably without the risks of slipped liners often experienced with the larger bore RV8's.
