:whoosh::whoosh::whoosh: Not got a clue

Are you saying your brakes aren't releasing or they are working so well you can lock the wheels up?

brakes work can run it through gears on axle stands , soon as clutch is dipped wheels drag to a stop, brakes work good and have not been changed .adjusted only so drums could go on easy run wheels nic and smooth now all dragging only had to adjust 2 wheels

Is the pedal rock hard with no travel? This oftens means the m/c pushrod is not adjusted correctly. If so Back it off a bit.

open bleed nipple on one of wheel cylinders, if pressure is released and wheels now turn then its the master cylinder pushrod incorrectly adjusted. Unbolt MC from servo or pedal box (if no servo) and adjust rod length - it needs to be made shorter.

In fact i think the rod can be accessed through the top of the pedal box and adjusted, without unbolting MC (been a while, can't remember for sure:D)
