Perhaps maybe not the original book that came with the car.

I'm wondering if this was purchased new by someone in the armed forces serving in Germany, probably not British forces, maybe Merkin or Canadian (if they had bases there).

Seems like car was sold to lsv rlp, there was unused, later as new without mileage was sold to real first owner...

We are a school students union in the state of Rhineland-Palatinate (https://www.lsvrlp.de/).

The abbreviation LSV RLP in your document stands obviously for the "Landesbetrieb Mobilität Rheinland-Pfalz" (https://lbm.rlp.de/de/startseite/), former called "Landesbetrieb Straßen und Verkehr" (LSV). Therefore, the comment in the document doesn't include a hint to the former owner, but says - in my understanding - something about a special official permission granted by the former LSV.

It was a tax free sale vehicle non EU spec - don’t know which market it was destined for.

And it’s a 2003 MY vehicle - so sat around for a while before sale!

I am buying a remote but when they are trying to sync with system it is saying press unlock button 8 times but nothing is happening after that.
I think receiver has some issues

If you are too far from the car for the fob to work, put the end of the fob to the side of your temple/head then push the button, it should then work. You are welcome.

If it's a Freelander 1, the receiver is under the dash cowling at the top, above the gauge cluster.
 
The Japanese market was V6 only. The FL1 was first introduced after the start of V6 production. They were never sold before this with k or L series engines for use in Japan. Mine was badged ALC on the rear with a sticker, as the model. White on clear. Bastid to get oft. The jap's do supply none V6 to other countries, but they come from other countries and are exported. Never actually used in Japan. Not sure where they get them from. At the time of the FL1 being produced they had quite a thriving second hand import/export market in used cars. I guess the delivery miles only Freelander's were sold on in the same way.
Jap cars would be right hand drive or I have lost something
