MeoW! No, I didn't misunderstand. The point is that most people don't change their tyres. So they cut up the roads. So it's made illegal as a result. The roads in the town I lived in in Germany were a real mess a week after the snow melted. They were also rather concerned about the possibility of the studs flying out and killing people at speed (there is NO point in telling Germans to drive slowly. It's a bit like Essex in that respect
).What you could do is keep two spare wheels with the chains on, and change to those when it snows. Same system, more legal.
