whats the best way of doing it ?
do i need some sort of stripping agent ?
or can i just use smooth hammerite over the top?

i know im sounding like a twonk but i dont want it to react and look a mess

Not an eggspurt but key the surface with sandpaper or emery cloth then use an etch primer followed by your top coat.
