sounds like someone has been driving illegally for 16years! or has been a learner for 16years either way the insurance companies will see you as a mahoosive risk i would think some would even say No to insuring you

You have virtually no experience as a qualified driver. Also, your provisional licence does not entitle you to drive abroad! I also find it very hard to believe that you drove on a provisional licence for 16 years without a supervisor. That alone is enough to motivate most people to get qualified.

£1500 isn't so bad when you calculate that in the last 16 years or so, you've probably saved about £5000 by not bothering with insurance. Most of us are legal, and pay our car tax/insurance/MoT/get lessons, take a test, get a licence (paying for it all). So your going straight and net saving of £3500 or so should be given a cautious nod, but don't expect too much sympathy etc.

If its any help, its probably so high because its the first year or two. If you keep your nose clean (no points and build up NCB) then it will come down.

Try the internet ones again but this time include a woman with a good driving record as a named driver. Works wonders.
