Has he got the decimal point in the wrong place or is that what he's expecting to get

Yep, probably out of stock. The way eBay works is that the longer a listing is displayed the higher ranking it gets in search so putting a silly price keeps it live but no one will buy.

The point is to keep your position in the search for when you get them back into stock
