Are you talking about front or rear fog lights?
Note the dates in the links that govern when they are required to be fitted from.
My 1986 RRC requires a rear fog light & LR wired this in so that if the operating switch is in the 'ON' position when the headlights are on dip beam it's on & when on main beam it's off.
I initially thought this was a fault but chatting to my crewmate he said they noticed the same with the Police RRCs & it was queried with LR.
Their answer was that if the visibility was good enough for main beams then you didn't need the rear fog light on.
This is confirmed in the 'Owner's handbook' for my MY.
Never had an issue with MOT.
It does not require front fog lights. It has front driving lamps fitted in the spoiler under the front bumper. When their switch is 'ON' they come on when main beam is lit & go off on dip beam. They aren't fog lights although some (not MOT testers!) think they are.

Front fogs can only be on when side, dip or main beams are on. They cannot be wired to come on without side or tail lights being on.
If they're wired and switched separately, then they're called auxiliary lights.
Rear fogs can only be used when dip headlights are on, and must switch off if side or main beams are on.

Ah, looks like I'm in the wrong then... Best get that changed, currently I have a C reg Defender with only a rear fog and it's linked up to an ignition live switch.
However, when I turn my dip beam on it automatically turns my side lights on, I was under the impression that its standard on all Defenders?

Front and rear fog lamp switches may be combined or independent switches.
The switch or switches must:
- be secure
- be able to be operated from the normal driving position
- operate the fog lamps as intended
Front and rear fog lamps are permitted to operate independently of any other lamps or ignition systems.
