I have recently been given a 1997 discovery 1 300tdi that is too good to scrap. It has failed its mot on rear fog lamps. There seem to be red lights in the bumper and the bottom of the light cluster.Are these both fog lamps. The switch on the dash is lit when the lights are on and the bulbs are ok. Is there something obvious to check before further investigation. By the way, as a defender man I really like the discovery!
 
Rear fog lamps are the bottom segment of the body mounted units, tail lighting along with indicators are above, a standard as it left the factory.
Rear bumper is just indicators and tail lights in both units, again as it left the factory.

So what what is the reason for the fail?
