ok done some research
the wipac halogen upgrade seems like the best idea
is it worth then putting
PM060 | Ring Xenon Max Halogen Bulbs - pair
in them ? or do i just put these in and not upgrade ?
thoughts please people

The search function int the best on ere but it does work when there is a million and one posts on the topic. As you've held onto your dummy and been good about it.
Osram nighbreakers and new bowls is your only legal way to make them brighter. Halfrauds usual have them on a 2-4-1.

Just give them the 12v they want.
I disagree, so long as you can follow instructions. Use the existing wires from switches etc, but add a relay, from which you use new, thicker wires from the battery and to the lights. A very noticeable difference in output, especially if the wiring (or vehicle) is getting on a tad ... Also renew the connectors and bulb holders while there ..
I don't know what was wrong with your existing wiring to need relays and thicker cables but my standard headlights were getting 12v when i decide to go the night breaker route.
I have had the problem you describe on my old vw transporter(its a known issue) so this was the first thing i checked.
What age vehicle?
