Recently, after not using the car for a couple of days I noticed that one of the rear brake drums tends to stick on. I have to reverse back and forth and jolt the brakes to release it.

Is this a normal process of corrosion + cold damp weather or does it indicate that something needs to be replaced?

Probably best to remove the brake drums and check the pivots on the arm where the handbrake cables attach, this is likely to be sticking a bit - hopefully a good clean up will sort it.
 
Had a similar fault on my 1.8 loud bang as brake released followed by a little binding, stripped it today and the nylon outer sleeve on the handbrake cable had started to break up and was holding the cable back. I removed cable from backplate and removed the offending bits, manually adjusted the brakes and adjusted the cables and all is now OK.
