I think you'll find the wireing would be the same as for after market fog lights etc, i.e. a relay, switch etc. I guess the relay's one that's on a timer of some sort but it's not really a hardship to turn it on and off yourself is it.
 
I suprised that the wiring is not existing on a 97 model disco then all you need is the switch and a relay or two as the heated element is in two parts left & right, I expect that the timing is taken care of by the multifunction unit.

thats what i thought there are the 2 brackets for the wiring plugs to attatch to but no plugs :(
 
What's this multifunction thing? mine's a 98 avimoore it's got a heated front screen (not sure it works though) but I don't know anything about what makes it work.

The heated windscreen works because there are fine wires embedded in the glass so pass a current through the wires they heat up.

The MFU controls a lot of functions it's a PCB with a few electronic circuits and relays in a box.
