have you check the cheap faults first?
is the air flow through the condensor (thing wot looks like a radiator and sits infront of the radiator) ok? any blockage will cause extreme high pressure on the HI side resulting in reduced cooling effect.
make sure there are no dead flies and small japenese cars blocking the condensor, both infront of and behind (inbetween rad and cond) it. if so clear it out with the help of an airline and hose. do NOT use a pressure washer on it as yule bend all the cooling fins and block the air flow even more.
its unlikely to be mechanical as you have pressure unless of course when he said "they were all wrong" he actually meant yer dint have none. in which case start yer injun with no A/C and look at the front of yer compressor, the center of the pulley should be stationary. now switch on yer A/C and you should hear a click yer revs will drop and the center of the comp pulley should now be turning.
the other possibilites are a blockage in either the drier or the expansion valve
