That's a good point. TD5's that have had an oil cooler blow in the past, sometimes have the heater matrix bypassed cos they take forever to clean the oil out.

temp gauge should b at about 1/3 of the way up, dunno whats up with ur heater but id get the temp gauge looked at for ****s and giggles.

Temp gauge is reading OK. TD5 temp should sit roughly in the centre of the dial. It does not work like a conventional gauge as it is controlled from the ECU which shows normal on the gauge between a range of temps.
Assuming the heater hoses are connected to the heater matrix get out and feel them - are they both hot to touch? If yes then the matrix is getting hot water but your heater control cables are not moving the flaps properly. If not you either have an air lock or a blockage in the matrix. I'd flush the heater matrix in both directions with a garden hose then refill and try again.
My heater is lovely and toasty so no reason for it not to work.

First thing to do is check it has been bled properly, when cold remove the bleed screw from the top radiator hose & make sure you have coolant there !!
