Whats the standard mouting setup for mud flaps?

I have 2 originals that I stripped down and cleaned up, there is 1 hole that looks like its in the correct position but not the other 2. I was just going to drill them but then I would not be able to get the bolts in as its in the middle of the box section of the X-member.

Dunno I've redone the front mudflaps on mine but not the rear. I'll take some pics tomorrow. Is it legal not to have rear mudflaps?

There fastened on the same as the front, self tappers at either end. Photos are a bit crap.
