Each side high beam has a separate fuse.
As you've had the stalk switch out, the signal wire for high beam is blue and white. That then goes to the relay terminal 86. If you can check with a meter you have 12v at terminal 86 of the relay when main beam flash that would prove stalk is ok.
(High beam relay is f9 in the engine bay.
If you're not getting 12v at the relay check stalk and cable, if you are getting 12v check the relay has earth on 85.
A direct short across relay terminals 30 and 87 should power the lights.
30 is 12v and 87 goes to each fuse f20 and f18 for each side light.)
Take it in stages though, it's easy to introduce more problems. Check for power when switched at relay first. Do the same check for flash and on permanent.
