Right a little update.
I redid the tappet clearance and it it now trying to start all the time instead of turning over for abit and then half hartedly trying to start.
tried the injector pump in various different place but it still wont start.
I did give it a squirt of easy start and it ran for a minute or two but then just faded away and stopped.

Try easy start again, but give it steadily more revs, see if it runs.
Crack the injectors, see if you are getting fuel coming out.
Since it's a recon pump and you have a new lift, i'd then start checking the fuel lines for cracks and making sure the filters or lines aren't blocked.
Good way to test is to discon the tank fuel line, find a spare piece and stick it in a can of diesel. If that works, you know where the issue is.
You haven't done something daft like forgot about the fuel cutoff on the pump and it's in the off position?
After all that.. i'd start thinking that the recon pump is knackered or the timing is whacked.

it might help to remove injector pipes to see if you get good squirts from each delivery valve ,if not either air ,poor fuel delivery to pump or pump ,ive had recon pumps that wont deliver fuel at cranking speed
What would you describe as a good rate for the fuel to be coming out on the injector pump?
I've taken each injector pipe off in turn and the ones for injectors 1,2 and 4 all give a consistant squirt but its not a high pressure squirt, where as on the one for injector 3 in gives a squirt with quite abit of pressure behind it, give almost a gassy vapour?

just to confirm, you tried bleeding it, checked stop on cav, checked glow plugs, easy start and with more throttle, heating manifold up, tow starting it, checked all fuel lines for leaks, blocked filters/lines, ran it from a container of fuel bypassing the tank and checked the fuel pressure at injectors?
Try taking the injectors out and refitting them to see the pattern.. be careful not to point them at yourself. Check the timing is ok otherwise err knackered pump? too low compression?

If you have a good flow of fuel at injector pump bleeder with no air, but still have this issues with number 3, sounds like a pump prob but as suggested, either take injector pipes off at pump or remove injectors and reconnect to check they are actually spraying
More than likely, are you even bothering to do what was recommended? checking the spray pattern would be useful.
