sending unit and wiring harness to the pump. the truck went about 2000 mi
since and then died. i have narrowed it to a fuel problem. the pump makes
no sound. i have 8.6 volts at the pump connector. i am hearing from people
now that it could be the fuse but I can't for the life of me find it. where
is it usually located or could it be another problem?"

If it was the fuse it would not have any voltage. If you have less
then a nominal 12 volts then there is a bad connection somewhere.
It's possible that your new pump burned out due to the low voltage or
it could be the low voltage is just keeping it from running.

There is also a fuel pump relay that should be inside the engine
compartment on the drivers side wheel well. The relay or connections
there could be bad. The fuel pump is controlled by the ECM but there
should also be a back up oil pressure override switch that will turn
it on after the engine cranks and builds oil pressure if the ECM
circuit fails. I would track down the relay and disconnect the wire
that goes from it to the fuel pump and then just connect that wire to
the battery and see if the pump runs and check the voltage at the pump
and depending on what you find, go from there.
