Do see no reason why disc has to be removed.
I learned how to do it using what was had at the time. A Land Rover Book manual and a spring scale of the fishing type.

I will admit to setting mine up by feel similar to others here and usually with the rear seal in place as I am adjusting rather than rebuilding. I have never removed the disc, even when setting up properly first couple of times I did it using a spring gauge,.

I set mine up with a gauge, but I’m confident I could do it again without one. It’s like tightening nuts, bolts and screws etc. You just get a feel for what’s right.
 
By way of a quick update, decided to tweek the newly refurbished steering box. Put approx half a turn into it and hey presto, the steering is now sooo much better!! Conscious that you can shorten the life of the box by tightening it, but I will take the chance!

Are you talking about the adjustable screw on the top of the box ? If so, all you do is centre the steering and adjust it down until there is minimal side to side movement in the steering wheel. There shouldn’t be issues with excessive wear !!
