Diagnostics cannot identify that the seat belt pre-tensioner is faulty as it and the side airbag are on the same circuit.
I would still bet it's the cable.

Good news.
I think the pre-tensioner is fired by inertia with no electrical connection, despite RAVE hinting otherwise.
