Is dot 5.1 OK to use for a full change? And will 2 litres be enough - 300tdi

Dot 4 or 5 will be fine, I was under the impression that dot 5 was used more for high performance.

Its actually Dot 2,3,4 and 5.1 thats are all interchangable, Dot 5 is the syn stuff that must not go with the std stuff, requires full system flush, new seals etc before use in an existing system
