Keep getting conflicting information from transport for London about the LEZ and my ex military 110.

first phone call "You need a hard top"

second phone call "You need rear seats and seat belts"

third phone call "You don't need seats and seat belts"

So what are the actual rules then TFL ? well sir we look at each one on an individual basis.:rolly:

Anyone had this headache,my defender has a canvas roof so they are classing it as a utility vehicle not just a defender

I am also interested in this.. Mine started out as a van but now has windows and seats and isn't used for commercial purposes so I wonder if I would be allowed in the LEZ :/

It all depends on what it says on the V5. If it is classed as a 4x4 Light Utility then i'm afraid there is little you can do. TFL go by what is on the DVLA database. The vehicle details on the DVLA database are set according to the VIN supplied by Land Rover. So in order to get a commercial vehicle reclassified as an estate car, you need to get Land Rover to contact the DVLA saying it has been incorrectly registered as a commercial, which is something they won't do unless it really is incorrectly registered according to the VIN.
The only non commercial Defenders, were the genuine station wagons. The hardtops, soft tops and pickups are all classed as commercial vehicles by Land Rover, and this is set by the VIN. So unless your VIN is either *SALxxxBxxxxnnnnnn* (SWB station wagon) or *SALxxxMxxxxnnnnnn* (LWB stationwagon) there is nothing you can do to change the vehicle type. The best thing to do would be to fit a V8 into it and change the fuel type to petrol on the V5

They won't change it unless it has been incorrectly registered, and as yours is a 3dr Soft Top, it is definitely a commercial.

It doesn't matter how many seats you put in it. Unless the VIN identifies it as a station wagon then it is subject to the LEZ. The 110 station wagons all had 5 doors, putting seats and windows in the back of a hardtop does not make it into a station wagon unfortunately. The rules are a bit daft really. My 110 does around half the mpg of a diesel, and puts out far more CO, CO2 and NO than a diesel, but as it is an estate, and petrol, it is not subject to the LEZ.

It does affect the VIN, but not in a helpful way. military VIN's will be either *SALxxAAxxxxnnnnnn* (90" 12 volt) *SALxxASxxxxnnnnnn* (90" 24 volt)
*SALxxBAxxxxnnnnnn* (110 " 12 volt) or *SALxxBRxxxxnnnnnn* (110" 24 volt) All of which are still classed as commercial.

I drove in the LEZ not long back in a 110csw, with windows in the rear.

No problems whatsoever. As said though, I think it is very dependant on what it says on your v5.

Genuine station wagons are not subject to the LEZ. Yes it does go by what is on the V5. What it is registered as on the V5 depends on the VIN. As you cannot change the VIN, you cannot change whether your vehicle is classed as a utility (commercial) or estate (non commercial)

I am trying to appeal this,but don't hold much hope,I don't really need to drive into the LEZ unless I'm picking something up,but it would be nice to win the appeal,Land Rover UK were not very helpful to be honest,but the DVLA said they would look at it,so fingers crossed.

I found dvla to be very helpful.
I have a vw caravelle. it said minibus on the v5. so I was liable for the charge.
I rang dvla and said that when I bought the car it had 7 seats. so could they put the number 7 on my v5. below 9 seats, there is no charge.
they even did the donkey work on my behalf and checked with vw as to the status of my caravelle.
they then sent me a v5 stateing that it was a 7 seat minibus.
no lez charge now.

It also depends on age - I have a 90 hard top classed as a light utility vehicle (and taxed as a light goods vehicle) but it was registered after January 1st 2002 so is deemed to 'meet the standard' for the LEZ.
