No; the noise you are hearing is probably the the moulded plastic shrouds that cover the steering column.
If it's not them, it'll be the rotary coupler behind the steering wheel. This is the component that allows electrical signals to pass from the wheel to the car wiring loom. To access it you need to remove the wheel.

Right, it is 'possible' but unlikely the two are related. My friend had an issue with his RRC. it would sometimes be dicey to start. After a while we realised it was mainly in certain places, and those were the ones he turned right into. We found that part of the wiring loom was snagging on the steering column extention, and at extreme right lock the loom was pulling the 'exciter' cable such that it was barely connecting!
The other possibility, the most likely one for noise in the cab, is that the 'cassette' that connects the horn (and cruise if you have it) buttons on the wheel to the rest of the loom is getting a bit dry and noisy. Probably worth ignoring unless your horn or other buttons fail to work. An easy fix, but they are circa £30 to replace.
However it is well worth checking out the UJs in the column to make sure they have not dried out and are starting to bind. Also see if there is any lateral movement of the wheel, or of the other end of the coolumn to check for wear in the bearings. I have seen landies where the top bearing fails because people use the wheel as a handhold to haul themselves in and out of the driving seat.

Could be swivel bearings. Just a random stab in the dark at that. But most likely is just some wires scraping on it somewhere.
